Command and Control functions (C&C) enable a ship to more effectively command a fleet. By default, all ships can communicate with all others, so any single ship is capable of giving orders. However, dedicated C&C functionality provides better hardware to make this more effective. A big holographic display showing positions of all ships, together with targetting information for instance (such as like in the Z9M9Z) would be one example.

Any friendly ships within range of the command ship may gain the advantages provided by the command ship. However, any one ship can only have a single command ship in any one turn. A command ship cannot use its command centre in a turn that it is receiving the benefits from another command ship.
A single ship may have more than once command centre, and each may be used at the same time.

This means ships within range of a C&C always resolve fire before any other ships.
A C&C ships may designate FC against a single target, to reduce range to that target. 1FC = -1”, 2FC = -2”, 4FC = -3” etc. The C&C ship cannot use these FCs to fire itself.
