This is a complex subject, so I'm unsure how to proceed. I don't like the 'gain X xp per session' type of systems, they feel too clunky. The 'train in anything you want' during down time can be abused.
If you use a skill you have no skill in during a session, and there's a chance that you learnt something, then gain 1 XP.
If you use a skill in a way that stretches your ability in it, then gain 1 XP.
For language/area skills, you may pick up points if you're in an environment where there is an opportunity to learn, e.g. amongst people who are all speaking the language.

Roll a d20 each time period, on 10+ you gain 1 XP.
If it's your job, you can pick up a skill as follows. Roll a d20 each time period, on 10+ you gain 1 XP.

Only one skill at a time, if multiple skills are applicable, choose the lowest.
If a familiarity technique is applicable, then you gain an automatic 1XP/week on that familiarity instead if your skill is high enough.
Dedicated training can be quicker, and is the only way to get skills above 4.
